Major oil and gas service company requires a HSE Audit, Compliance and Tender Team Lead for a staff position based in Aberdeen.

 

POSITION PURPOSE STATEMENT:


The Compliance lead will have the responsibility of reviewing and interpreting both existing and proposed legislation and assessing the impact to the client business operations.  They are responsible to the Director of HSE for the reporting of legislative requirements and impact assessments for HSE across the company.  The Audit, Compliance and Tender Team Lead acts as a focal point for UK HSE matters either individually or as part of a team.  The jobholder will provide a support function to Department and UK Management, ensuring sufficient HSE input throughout tender submissions, compliance reviews and either internal/external audit planning.  The jobholder will promote and ensure compliance with regulatory HSE requirements, client HSEQ Policies and procedures, and client HSE requirements.  The Audit, Compliance and Tender Team Lead provides HSE coaching and direction to the HSEQ team and Project HSE Advisors.  The Audit, Compliance and Tender Team Lead reports functionally to the UK HSE Manager.

MAIN DUTIES & RESPONSIBILITIES:

  • Prepare and manage UK HSE audit schedule.
  • Support internal compliance audits of project work scope as per annual audit schedule.
  • Conduct subcontract compliance audits and report findings.
  • Monitor and review project audit findings.
  • Monitor project compliance performance.
  • Review legislative compliance requirements and evaluate status of BMS.
  • Review existing and new guidance issued across industry.
  • Identify key areas of impact/concern and liaise with key stakeholders to determine the impact assessment of compliance changes.
  • Identify training standards.
  • Identify key technical support required across HSEQ function i.e. Project HSE Advisers.
  • Liaise with Safety Engineering Group as required.
  • Ensure regular attendance at vessel and worksites to support and advise Offshore Management teams on compliance changes in BMS, including observation of quayside/deck/subcontractor operations.
  • Liaise with Offshore Resources on Vessel Assurance as appropriate.
  • Monitor all case type actions in Synergi.
  • Incorporate ‘lessons learned' to project planning and liaise with Knowledge Management.
  • Provide support to the UK HSE Manager in interpreting, implementing and complying with regional health and safety legislation.
  • Development of executive summaries, presentation material with speaker notes, Business Practice Manuals, Company Standards, Compliance Matrices, Position Papers, Implementation Strategies, Training Interventions, Audit requirements.
  • Feedback compliance matters to the Director of HSE and assist with corporate compliance issues.
  • Liaise with industry bodies and enforcement authorities in compliance issues, liaise on a regular basis with Project HSE Advisers, HSE team members, Vessel Management Group,
  • Technical Support and Vessel Superintendents and liaise with project team on client compliance issues.
  • Review, evaluate and clarify the client tender submissions in collaboration with Commercial team.
  • Support UK HSE Manager in leading TapRoot investigation on worksite/project incident and accident events.


PERSON SPECIFICATION:

Qualifications and Education

Essential:

  • NEBOSH Diploma in Occupational Health and Safety or equivalent.
  • CPD portfolio.

Technical (including IT)


Essential:

  • Competent in the use of Microsoft Office applications and HSE tools.

Desirable:

  • Enhanced computer skills.
  • Conversant with Sharepoint, Synergi, Sypol, and TapRoot.

Experience


Essential:

  • Demonstrable experience in role of Senior HSE Advisor in Oil and Gas industry.

Desirable:

  • Demonstrable experience in role of Senior Project HSE Advisor in the Oil and Gas

Knowledge


Essential:

  • Demonstrable evidence of understanding of appropriate health, safety and environmental legislation, guidance and models.


Specific Job Related Requirements

  • Current Offshore Survival, and Medical Certificates.
  • Full UK driving licence.

Travel Requirements

  • Occasional site visits to onshore and offshore locations within Europe with possibility of short term overnight stays.
