Seeking a Project/Wells HSE Manager to join a specialist energy services business supporting well operations and decommissioning on a permanent staff basis. The Project/Wells HSE Manager will be responsible for facilitating and managing the company’s integrated Business Management System to ensure compliance with customer, regulatory, certification, and other interested party requirements. The role is primarily onshore, with a requirement to visit other company locations, supplier premises, and offshore assets as required.

     

The organisation is a specialist energy services business supporting well operations, decommissioning and related activities. It operates a structured management system and works closely with clients, contractors, and regulatory bodies across onshore and offshore environments.

      

The Role

Key Responsibilities:

  • Defining and leading the project HSEQ strategy and framework.
  • Maintaining oversight and governance of Major Accident Hazard (MAH) management, including identification, mitigation, and integration of process safety barriers.
  • Defining and agreeing HSEQ management and interface arrangements across company, client, and contractor systems.
  • Providing oversight and assurance that PLANC requirements are addressed on behalf of the Well Operator.
  • Defining the project assurance strategy, including audits and assessments by Independent Verification Bodies, Approval Bodies, and external parties.
  • Leading or supporting HSE investigations and root cause analysis, ensuring learning and continuous improvement.
  • Overseeing non-conformances, corrective actions, and management of change reports to ensure risk reduction.
  • Providing project-level HSE leadership and challenge to well operations and offshore teams, promoting safety culture and environmental performance.
  • Participating in HAZOP, HAZID, SIMOPS, DWOPs, and technical assurance reviews.
  • Assuring readiness and consistency of SEMS plans and emergency response arrangements across campaign assets.
  • Supporting and mentoring onshore and offshore HSE resources.
  • Ensuring capability and competence development of offshore safety representatives.
  • Providing HSE input to Well Examination processes and liaising with the Well Examiner.
  • Developing and monitoring leading and lagging HSE KPIs and MAH-related metrics, reporting trends to senior management.
  • Defining HSE performance and assurance expectations for subcontractors, including bridging documents and safety-critical elements.
  • Taking responsibility for HSEQ and process safety leadership during the phased transition towards the organisation assuming the Well Operator role.

      

Key Outcomes:

  • Delivery of a strong HSE culture through proactive human factors and behavioural-based safety approaches.
  • Improved MAH identification, control, and prevention of accidents and incidents.
  • Compliance with management system requirements, offshore well abandonment obligations, and PLANC reporting.
  • Alignment of HSE activities across Well Engineering, Operations, and Assurance teams.
  • Effective regulatory engagement in support of well decommissioning activities.
  • Timely and effective SEMS reporting with zero repeat observations.
  • Delivery and monitoring of leading and lagging HSE KPIs driving continuous improvement.
  • Compliance with approval body and regulatory requirements, including ISO 9001:2015, ISO 14001:2015, and ISO 45001:2018.

      

Safety Leadership:

The role prioritises safety, proactively intervenes to prevent incidents, complies with organisational safety standards, and holds others accountable for safe working practices.

      

Knowledge & Competency:

Essential:

  • Understanding of Major Accident Hazard risk assessment, including environmental consequences.
  • Knowledge and experience of Well Plug & Abandonment and/or decommissioning activities.
  • Minimum of 5 years’ experience managing QHSE management systems.
  • Health and Safety qualification at NEBOSH level or equivalent.
  • Investigation and Root Cause Analysis training.
  • Experience in rig operations.
  • Experience using software packages for QHSE management systems.
  • UK minimum offshore safety training (e.g. BOSIET, MIST).
  • Strong communication skills and ability to engage proactively with offshore, company, and client teams.

      

Desired:

  • CPD maintained with relevant professional bodies (e.g. CQI, IOSH, IEMA).
  • IRCA-recognised Internal Auditor training.
  • IRCA-recognised Lead Auditor training.
  • Strong attention to detail, reporting accuracy, and communication skills.
  • Ability to work independently, manage priorities, and make decisions with minimal direction.
