Job Purpose:
  • To take responsibility for the completion of all the technical and engineering requirements which are contained in the Pre-Qualification/Tender/Proposal invitations.
  • A comprehensive understanding of the scope of work is required and the ability to identify risks, both engineering and commercial.

Key Responsibilities - Tenders & Proposals:

  • Prepare, in conjunction with the relevant departments, full technical methodology statements, engineering solutions and equipment specifications relevant to the tender.
  • Develop and take ownership of a full technical library and product database, including historical projects, which can be utilized on all on-going tenders.
  • Gain a full understanding of and be able to present the technical aspects of the company's service offering.
  • Review all enquiry or invitation to tender documents.
  • Ensure that a bid or no bid decision takes place in accordance with procedures.
  • Evaluate Invitation to Tender and RFQ requests such that compliance response requirements are identified and associated actions completed.
  • Produce tender summaries for all departments that will have an input to the tender.
  • Identify timescales for when this input is required to meet the tender schedule.
  • Ensure that a tender kick-off meeting is held in accordance with procedures and that all participants are fully informed regarding the requirements of the tender.
  • For larger tenders, weekly progress meetings should also be held.
  • Project manage response to Invitation to Tender, Request for Quotation and Pre-Qualification projects.
  • Produce ITT, RFQ and pre-qualification responses that clearly communicate agreed tender strategy and unique selling points.
  • Create detailed Scope of Supply Methodology in conjunction with Technical Services Department so that tender response accurately reflects equipment, personnel and services to be provided.
  • Identify and compile scopes of work for internal departments in order to fulfil the client's requirements and ensure that all relevant information is included within the company's final proposal.
  • Review and clarify responses received from all departments.
  • Obtain technical, commercial and contractual qualifications and exceptions as relevant, for input into bid document.
  • Ensure that technical and commercial reviews are completed by appropriate internal stakeholders and that the issues identified are resolved via clarifications or addressed within final tender proposal.
  • After tender submission, coordinate clarification responses with the relevant departments.
  • Attend all relevant clarification meetings and coordinate any other post-submission activities as required.
  • Provide technical and commercial support to negotiations towards eventual order placement.
  • Attend as required lessons learnt meetings with relevant internal stakeholders and implement the findings in the tender preparation processes accordingly.
  • In the event that the tender is successful, ensure that the handover to Contracts Department is performed in accordance with procedures.
  • Comply with timeline and deadlines specified by client.
  • Apply tender procedures to all activities to ensure consistency of approach.
  • Contribute to the development and improvement of tender processes, procedures and methodologies.
  • Maintain a library of up-to-date standard templates that can be used as a basis for preparation of different types of tender, it being understood that the templates should always be modified as necessary to reflect the requirements of individual clients.
  • Ensure that the C-SAM database is kept up-to-date, to reflect the status of all tendering activities.
  • Produce reports as required.
  • Ensure that all activities comply with the company's operating policies and procedures.
  • Ensure that all activities comply with the company's HSEQ policy and procedures.

Key Responsibilities - Complying with Procedures:

  • Ensure all operations comply with the company and client operating policies and procedures.
  • Ensure all operations comply with the company health and safety policy as defined in the company handbook.
  • Be aware of company conditions of employment as detailed in the Employee Handbook.
  • Keep up-to-date with other current legislation, legal requirements and regulations that apply to the company.

Experience:

  • Several years' experience in relevant oil and gas environment with demonstrated track record of delivery.
  • Technical and commercial experience within international markets.
  • Experience of tendering and proposal management in oilfield related services.

Education:

  • Technical qualification or practical experience would be an advantage.
  • Demonstrated fluency in written and spoken English.
  • Business, financial or contract management qualification desirable.
